McGraw-Hill Construction Announces Agreements with China International Contractors Association
Partners to Provide Connections for Each Country's Industry Players Global Construction Summits Scheduled for Washington, DC and Beijing

with Mr. Chi, vice chariman, Chinese International Contractors Association (CHINCA).

NEW YORK -- June 11, 2003 -- McGraw-Hill Construction, part of The McGraw-Hill Companies (NYSE:MHP), today announced that it has signed agreements of understanding and cooperation with the China International Contractors Association (CHINCA) to promote communication and business opportunities between North American and Chinese design and construction companies.

In December 2003, McGraw-Hill Construction will co-sponsor a Global Construction Conference in Washington, D.C., with the Associated General Contractors of America (AGC). Representatives from CHINCA will participate in the conference. In addition, McGraw-Hill Construction and CHINCA agreed to co-organize a Global Construction Summit in Beijing, China, in April 2004.

Yesterday, a group of 13 representatives from CHINCA attended the annual Top 1000 Contractors Leadership Forum in Chicago, IL, sponsored by McGraw-Hill Construction's Engineering News-Record (ENR), the comprehensive weekly resource for construction industry information. The delegation participated in a panel discussion on growth opportunities in China.

Members of the CHINCA delegation join members of McGraw-Hill Construction to take time for

executive vice president, Global Strategy for The McGraw-Hill Companies.

Both McGraw-Hill Construction and CHINCA also agreed to explore other areas of potential cooperation such as training and certification programs for professionals, and articles in their respective publications, Engineering News-Record and the International Project Contracting & Labor Service.

As the fourth largest construction market and, at the moment, the fastest growing market among the top 10 countries, there is great interest in China. Construction activity is being spurred by its entry into the World Trade Organization, and its selection to host both the 2008 Olympics in Beijing and the 2010 World Expo in Shanghai.

"By working together on the Global Construction Summit and other activities, McGraw-Hill Construction and CHINCA aim to make a significant contribution to increase the level of communication and construction business opportunities for Chinese and American industry players," noted Norbert W. Young, Jr., FAIA, president, McGraw-Hill Construction.

Mr. Chi, CHINCA's vice chairman, noted, "We're excited by the opportunity to work with McGraw-Hill Construction. Their extensive industry experience and relationships with key players is second to none. We look forward to working with them to bring about new opportunities for the design and construction industry in the U.S. and China."
